Is there a breakdown and does this include consultants, sub-contracts, etc that are not on the payroll but work for the federal government?

1. About 1.8 million civilian employees, excluding the Postal Service. Consultants & sub-contractors are NOT employees so getting any accurate numbers on that would be difficult if not impossible.
