- A is false, as the contractor is bound by all federal laws, plus any contract requirements, as well as labor laws that government are exempt from. B. Is sometimes false and sometimes true, Contractors are used for a shortfall in staff, and also where the work is non-repetitive (project work). If you have project of 12 mths or less duration is is generally much cheaper to employ a contractor than a government FTE. C. False also as I have seen contracts with people like IBM, cost the department 10 times the cost of the government employees doing the same job. D. Also False, as a contract may stipulate to being an equal opportunity employer, but beyond the actual contract, the company behind the contract can pretty well do what is commercially viable (as an aside, i have now seen legislation like equal opportunity applied in 3 countries, and the cost is devastating, hundreds of companies, and millions of employees lose their jobs, as government interferes in business)

- i am working on this same question for a history final i think it is D simply because it is the one that makes no sense what so ever because it makes no sense for the government to require that i mean why would they? although personally i think this entire question is stupid due to the way it is written and the fact that all the answers can be called false to one extent or another its just that d seem to be the most false well gl on the others =)
