Is it legal to get a car by bidding on a "seized government cars web" site, and can you really get cheap cars

- Yes & since it's an auction, you get what you pay for. They can be cheap if your the only one bidding.
- Most of the sites like you mention are not worth messing with. The only real seized government auctions are "live auctions", where you actually go and bid. Some are held by companies that contract with the government to dispose of such vehicles, others are done by the agency itself (FBI, DEA etc). You can get a start at http://gsaauctions.gov
- Just know who you are dealing with...do your homework.
