public contracts are contracts offered to the public for bidding by the government.

- I think the cost + 10 contract is the contract that you might be thinking of. It has no set spending amount. The cost is dictated by contractor and is completely flexible by the contractor. Also The contractor is not obligated by and time table of completion. Also the bid winner can be manipulated by the city manager or commission. In a time when the Gov. is being asked to tighten the belt and control spending. This is a poor way of serving the people.
