nazi policies- government regulations?

I am studying a-level history and have been given a sheet with information relevant to an essay that we have to do. It has a table showing the positive and negative impacts of the different policies on the different groups of society. Because of this, there is no explanation to the statement. So what is meant by government regulations in terms of business and industry? Also, there is another one which says Government contracts, does this mean contracts brought in by the government with big business connected with rearmament and war supplies?

  1. A nazi, or properly fascist state, is one owned and operated by big business, usually the steels, armament and energy interests. They will, of course, not care for the concept of regulation, because after all, they own the government and don't want to be regulated in any way. Sound familiar?
