Will Federal form of government solve the peace and order problem in our country today?

The senate is more focus in digging as to who is doing wrong in the government yet until now they have not enacted any law how to correct the flaws in there Bidding Guidelines, Election guidelines etc. We, people in Mindanao expected our lawmakers for the development of our region yet it is hampered by all these noise about political and material interest of these senators, "Let those without sin cast the first stone to Magdalene"

1. I wish! All dems do is attack their adversaries without coming up with solutions! So sad.
2. they have tried to figure this out since the writing of the constitution of the USA why is going to get done now ?>??????
3. No, the government can't go anyplace until the people who are the mechanics reach in and pull out the broken Marcos and stuff in a few replacement parts. Go to the big garage where machines don't work with the usual tools and try hammering harder this time.
4. All they do is argue--get rid of the lot and start anew.
