Is software developed specifically for the federal government using public funding available free or low cost?
If a government agency spends tax payer's dollars on developing software then as a citizen of the USA I should have the right to receive the software for free or low cost. I realize lawyers will argue intellectual rights of the contractor but bottom line if the government developed the software then it is in the public domain. Is this right?

- No, why should it be. If a park bench was purchased with public funds, that doesn't give you the right to pick it up and put it in your back yard.
- You have a very good point. Very probably the argument against is that the NSA and other agencies would throw their toys out of the pram and claim that it would be a security issue if the 'wares were available to the public.
