Is software developed specifically for the federal government using public funding available free or low cost?

If a government agency spends tax payer's dollars on developing software then as a citizen of the USA I should have the right to receive the software for free or low cost. I realize lawyers will argue intellectual rights of the contractor but bottom line if the government developed the software then it is in the public domain. Is this right?

  2. No, why should it be. If a park bench was purchased with public funds, that doesn't give you the right to pick it up and put it in your back yard.
  3. You have a very good point. Very probably the argument against is that the NSA and other agencies would throw their toys out of the pram and claim that it would be a security issue if the 'wares were available to the public.
