Excellent question, With all of the contracts and outsourcing going on. I don't know and we as Americans should have a list of contract employees that work for our government and what they do. I have looked for a list in the past and they are very hard to find. I haven't been able to find a complete list as of yet. There are lengthy lists but still not complete.
