2. I would not know, but I'd bet you it was "informally settled" even before the first bomb fell. What else are tame ministers/presidents for?
3. It was agreed to just after the invasion began. Must people see something conspiratorial in this but the fact remains corporations like Halliburton or Bechtel are one of the very few companies in the world that can do such massive projects like rebuilding a countries infrastructure after being devastated by years of bombing and neglect. But that does not fit the "conspiracy" theory so this will be ignored. How do you offer for bid the repair work for a destroyed nation? Do you think Bill's plumbing and Heating could do it?
