when asking questions on a government contract, is this ok?
I am contacting the office of procurement, I have the email of the person in charge how should i begin? To whom it may concern? or Dear such and such? what about if it is a woman? do you do Ms. Jones, Mrs, Jones,? Candice Jones?

- I wouldn't use "to whom it may concern" it sounds too impersonal. I'd use the "dear" , or maybe nothing at all, such as Mr. Jones, I am contacting you today because ......
- Dear Sir or Madam......and for a female, Ms.
- If you have the name of the person you do not use the first name, use Mr. or Ms. (Ms. is considered the politically correct terminology for addressing women in a business forum) Dear Sir or Madam would be fine if you do not know the person you are sending it to.
