How was the Ports contract to Dubai awarded?

It used to be in, this country, that all government contracts were put out to an open bid. The lowest priced bid from the contractors that met the criteria to do the job was awarded the contract. I beleive at one time only American owned companies were only able to get American contracts. I know that when Bush became president he eased the restrictions so that contractors who had broken the law (for instance by hiring illegal aliens) could still get a government contract. I know that Halliburton got a lot of "no bid" contracts in the Iraq war. I'm not sure how cotracts are awarded any more, in this country.

  1. Someone paid someone else off! Do we yet know how Haliburton won no-bid contracts for all that work in Iraq? Bush is trading our security for more wealth. The greedy b@stard!
  2. P & O, an English Company was selling its operations to the Dubai based firm. P & O was already operating several ports in the US. The Dubai company would succeed to P & O's contract.
