- Are you just talking about Haliburton or are you including it's subsidiary KBR that was in the news? There's a great article about KBR 's contracts in Financial Times magazine. IF I'm not mistaken, they had most of the no-bid contracts.
- Maybe if you had paid better attention - you would not have asked this stupid question. Every 'no bid' contract that was given to Haliburton was awarded on the basis that they were th best qualified to do the work And The Situation Was Such That We Could Not Afford The Time A Standard Bidding Process Would Require! Are you really saying that we should have delayed providing aid to the Hurricane Katrina victims because you wanted a six-month long formal bidding process?
