- The courts might be able to, but Congress cannot. But the courts will not do it automatically. A case will have to be brought before the court. And, after the case, there is always the appeals, and it gets dragged on for years and years.
- Article I section 10 of the Constitution prohibits a STATE from impairing the "obligations" of a contract. That has a specific meaning and it may not be what you were asking a about.
