The increase of troops in Vietnam was based on an attack in the Tonkin Gulf that never happened. Some say that Roosevelt knew about Pearl Harbor and let it happen to get support to join World War Two. The Spanish-American War (Remember the Maine!) was also based on a hoax. Not to mention the numerous covert wars that they lied about. Iran-Contra, the overthrow of Mossadegh in Iran, Allende in Chile, Arbenz in Guatemala. Also the war in Panama, against someone who was on the payroll of the CIA. Cuba as well. The Bay of Pigs invasion was supported by the CIA, and the people who invaded were trained by the CIA in Guatemala. very interesting. makes one wonder if the attacks were allowed, or perhaps even orchestrated by those seeking to bring about such change.
If you want motives, look at the effects that 9/11 has had. For example the trashing of the constitution via the Patriot Act (9/14), the invasion of Iraq and the creation of a military state.
Interesting, but I feel the assumption in the question is a flawed one. No government would willingly let an act of mass murder go ahead. I realise it may raise support and so on among the public but come on. The first quote is from a nazi, hardly a model citizen and we all know what happenned there. Dubya doesn't have the same power as hitler had over his country. Some people may doubt his intelligence (myself included), but he cannot make insane decisions on a whim, he has to have backing from his advisors. Invading iraq didn't need 9/11 to happen. Let's not forget the first gulf war, which only ended because saddam made several promises to the world, none of which were kept. He made a mockery of the UN when they went in there. Finally, what has the war acheived for dubya? He's not too popular right now is he?
I do not think that he "allowed" the attacks to happen. Perhaps there was information that was faulty or whatnot, but its improbable that he would attack our own country. Yes, he's apart of that New World Order crap, but this is a totally different problem. The extremist Muslims wanted to kill us and to hurt us. Do you think if the President allowed these attacks, he would have let them target the White House? I don't think so.
So, what exactly was your question? Or did you just want to pontificate for half and hour? Boring!
