Can a non-profit seek federal contracts as a government contractor? I want interested in knowing whether a non-profit could provide services to the government as a federal contractor or subcontract with a prim contractor? I know that the purpose of being a non-profit is to utilize the "profit" to support the actual business and flow back into the community.
Federal contractor employee or Federal employee? I recently have been offered a position with a federal contractor to work with a big government agency. I would work at that agency's headquarters and I assume pretty much do everything with that agency. On the other hand I also recieved a job offer from another government agency and be a direct federal employee. Both positions are pretty much the same, but I just want to compare the differences of working as contractor and working as a federal employee.

Am I considered an independent contractor or an employee? Ok I have a new question for ya'll. I am considering the idea of hiring a attorney on a problem that I am having. The problem is that my boss calls us independent contractors, and pays non of our taxes. Instead we are suppossed to pay our taxes at the end of they year with a 1099 form and we dont get or use a w-2. The problem is that I think I am a employee and not an IC. He tells me when to be a work, where to do my work, how to do my work, and when to stop working. He provided a traing class for me and the others instructing us on how to do the job, the way he wanted it done. Now I thought that an IC gets to set their own schedule, doesnt work when they dont want to, and they are doing the job the way that they want to. He pays us with a buisness check, like cash, pays none of our taxes, such as social security, or federal, and he made us sign only one document at the time of hire. That was a document waiving our right to workmans comp. What do you all think? IC or employee in AZ?
Are employees of Federal Contractors also Federal Contractors? Legally, am I a Federal Contractor if I am an employee of a Federal Contractor? The reason I ask is because it may affect how much I can donate in an upcoming election in my State. The funds I am donating are entirely my own, but nevertheless I receive a pay check from a Federal Contractor, so I am not sure what category I fall in.
Do all federal IT jobs require security clearance? IT seems like the number of non-contractor IT jobs are increasing these days. Is this true? I see some positions that don't require security clearance. Is this this true? Anyone know if there's a change in the trend of IT outsourcing in the fed gov these days?
Getting paid as an Independent contractor? I work as an independent contractor doing computer tech support. I've never been paid before as a contractor so i'm not too sure about the whole tax thing. My main question is this. A few months back I got a federal tax ID for a business I wanted to start. Well would it be more financially benifical to me to have my employer pay me directly as an independent contractor or should he pay me under my company name and federal tax ID number? Which one would give me more deductions? Also what percentage would I want to deduct to cover taxes if I was in the $30K-$40K and $40K-$50K a yr pay range, being single, no assets, no property, 1 child not claiming as a dependent.

Why do people say private companies pay more than governments? From my experience, I don't find that to be the case. I think if you're the type who can make a lot in private sector, you'll get paid a lot in government. If you don't do well in private sector, you'll be at the bottom of salary range, if you join the government. Actually, when I was contracting for federal government, those dog-on private contractors were paying me as little as I can, but now I am with government (not federal), I am making more than I've been making while being a federal contractor.
What is the most efficient way to research becoming a subcontractor to major federal contractors? As a former procurment analyst for Dept. of Navy I dealt with many major Dept. of Defense contractors. Unfortunately it has been sometime since I was in that arena. I have been afforded the opportunity to work with a company that is interested in becoming a subcontractor and I believe that their products would prove invaluable to a prime. Is there a CA State Tax equivalent to the Federal Form 1096? I am a sole proprietor and have to file 1099-Misc for contractors that work for me. For Federal taxes, I submit a Form 1096 along with the 1099's. But what do I do for the California State Tax Board? Is there a form I send in along with the 1099's?
What happens if I already have a Customs Background Investigation (BI) completed? I am a Federal Contractor for DHS/CBP. My BI was adjudicated in May 2007. I am trying to become a Customs and Border Protection Officer and I know you need to clear a BI before going to the academy. Well what happens if they have one on you already? Do they have to do a new one? Will this help me get to the academy faster?
Is the Federal Reserve allowed to deal with the Treasury directly? According to some sources, the Federal Reserve is only allowed to buy bonds on the open market from primary deals (doesn't include the Treasury) in order to increase the amount of reserves for the money supply to expand. It is forbidden from buying and selling from the Treasury directly as it would be too much like the Treasury printing money. However, another source says different: The process actually begins with the Treasury Department printing a piece of paper called a bond, which is done electronically. Treasury bonds are debt obligations (liability) of the government to repay a loan - with interest. The Treasury sells bonds to the public. The bonds the public does not buy, the Treasury deposits with the Federal Reserve. When the Fed accepts the bond from the Treasury, it lists the bond on its books as an asset. Because the Fed now has an asset that it didn't have before receiving the Treasury bond, the Fed can now create a liability that is offset by its new asset. The liability that the Fed creates is a Federal Reserve check. It gives the Treasury the check in payment for the Treasury bond. THERE IS NO EXISTING MONEY IN THE FED'S ACCOUNT TO COVER THIS CHECK. The Federal Reserve check is endorsed by the Treasury and is deposited in one of the government's accounts at the Federal Reserve. The government can use the deposits to write checks against, to pay for government expenses. This is the first new money flow to enter the system. Various government contractors, vendors, etc. receive these checks as payment for services rendered, and they take the checks and deposit them in their commercial banks. Just for a clarification: My question is: Is the Federal Reserve allowed to accept bonds from the Treasury directly? i.e. Can the Treasury simply print up some bonds and sell them to the Fed directly for its loans? (is this allowed?). Or is the Treasury only allowed to sell to the public/primary dealers and in turn the Federal Reserve will buy from primary dealers? Why is it that we have the primary dealers as the middle man? How much federal withholding should I have deducted? I worked for 3 months this year as an independent contractor, making $5,400.00 (no fed. taxes withheld or paid). Yesterday I started a new job as an employee ($30,000/yr.). How much should I have deducted per pay check to make up for that time I did not have anything taken out? Either number of allowances, flat dollar amount or %...I don't have any dependents, nor do I own any property.

Holiday Pay for Employees of Federal Government Contractors? I am employed by a company that has a service contract with a US government agency. I do understand that in the private sector in general, to offer or not to offer holiday pay is completely up to the employer; is not mandated by law. But what about employment under a government contract? Is the McNamara-O'hara Service Contract Act applicable here? Can you point me to any authoritative resources one way or the other?

Contractor of federal government, not paying employees for holidays?? Is this legal? I work for a company that is contracted by the federal government. We are currently in the process bidding for a new contract, which ended September 30, 2007. We are currently working under an extension of the previous contract until the new one is awarded. Our employer is stating that she won't get paid until she is awarded the contract and therefore we are not getting government holidays paid, though were are forced to take them off unpaid. She states that we will receive pay for these prorated in the future. There are other contract offices other than ours and from what we have heard, they have gotten all of their holiday pay. We also are only getting prorated pay for our personal and vacation time. I don't like this, I can understand the personal/vacation time a little bit better than the holiday because that is time we are requesting to take off. No one seems to want to ask anyone who is connected to our company for fear of losing their job. We have been in contact with the Office of Inspector General, but they do not answer their phone or reply to their email. If your solution is to find another job, trust me, I am trying. We have what we call the "golden handcuff" here, meaning that our wages are decent enough and finding a job that is competitive to them is extremely difficult. We are also being told that with this new contract, it is called performance based and that if our company doesn't meet the government's expectations 100% that we won't get paid….someone please tell me how this is legal? Does anyone know who I could contact about this?
How should an independent contractor handle his or her taxes? The employer does not withhold federal tax, medicare, or social security. Should the contractor pay taxes quarterly, or just wait until the end of the year? Is this how people fall into debt with the IRS? Thank you for you help. Do some Federal Requests for Proposal specify that contractor staff be US citizens born here? What agencies? I work in an IT department that has slowly lost its American-born staff over several years. There is a Drug Enforcement Administration contract that I think mandated that the employee be an American-born U.S. citizen, but he left the company. I think I am the last American-born employee in the small group. We are not as busy as we were in past years and I am relegated to many underskilled tasks. This may mean that I may have to work on some technical projects, perhaps law enforcement or military related (security). How many Federal requests for proposal specify that contractor staff be American-born citizens and what Federal agencies are these? I have nine years experience. And yes, I need to clarify "born here" to also mean "born abroad to one or two U.S. citizens" or "born on a U.S. government installation" (McCain). Although Obama had a Kenyan father he had an American mother, and moreover he was born in Hawaii. Perhaps presuming that tasks will be divided fairly per capita is a poor presumption. My colleague, although with less tenure, may be superior at getting attention and working the training reimbursement system. I haven't had training since 2005 and the last time I asked for training I was rebuffed and promised a server to work with I never got.
Federal Contractors? I'm doing some research on federal contractors. If a Federal contract is awarded to a private company is that contract & it's employees held to Federal Standards of the LAW? In other words if you whistleblow on a private federal contractor are you protected under the law even though it's a private entity? Do you know of any court findings that have ruled this? It is a Job Corps Contractor awarded by the Department of Labor Job Corps Division. There was gross waste of funds, services etc... and the private contractor was reported. Can you hold this company to whistle blowing laws?
What can the Federal government create more of by declaring war on it? I can think of several possible answers: poverty, crime, drugs, terror...etc. War, as it turns out is a fairly effective way to kill people, but is pretty much useless as a means of defeating social ills or unpopular ideologies. When the Federal government declares war on something it's the average citizens cue to sit back, shut up and let the government do it's job. What happens when the military industrial complex and rich, powerful private contractors have a large vested interest in the "wars" continuation? Should we push for a Federal war on peace? Perhaps then we could be assured that it would always exsist somewhere.
Taking out my own FICA for independant contractor status...? I have accepted a position with an online place as an independant contractor. They're legit and issue a 1099 should earnings be above $600 for a calendar year (but you're paid the full gross amount; witholding is up to you), but this is for I assume Federal and State Income tax. I have heard I am also responsible for my own FICA (DOUBLE the amount I pay through my payroll at work, where my employer pays the other half?) for SS/Medicare witholding. Is this true? Is there anyway to get out of this legally (after all, I don't expect SS to be solvent by the time I am gray haired)? Thanks.
Can a 1099 Contractor Collect Unemployment? I understand that employers do not pay Federal Income taxes for their 1099 contracted employees; does this mean that I cannot collect unemployment if I need it? My last contracted work was a six month contract in the state of California. This six month project was my very first 1099 contract. I havn't paid my own taxes as of yet. As a ballet dancer, how do I do my vehicle expense deduction for my federal taxes? I am an independent contractor for a ballet company. I also work part-time for a regular W-2 filing job. When filling out the vehicle expense section of Schedule C I do not understand what the difference is between business miles and commuting miles. Are commuting miles those between my W-2 job and home while business miles are those between the ballet company and home? So confused.

In Adarand Constructors v. Pena, where a low-bid contractor lost a highway job to a "disadvantaged" contractor lost a highway job to a "disadvantaged" contractor under federal bidding rules, the Supreme Court held that: a. the bidding scheme did not violate the due process clause because it was narrowly tailored to meet a compelling state interest. b. the bidding scheme did not violate the equal protection clause because it does not apply to federal government practices. c. the bidding scheme did not violate the takings clause of the Fifth Amendment because there was no right to the contract. d. the bidding scheme violated the equal protection clause of the Fourteenth Amendment. How can I get a government job that allows telecommuting? I would really like to work from home but enjoy the benefits of telecommuting with the government. Also, does anyone know of possible contracting positions with the federal government. I hear contractors tend to make more money than actual civil service.
