Summary: that bid on the True North property located at Clark and paid half a million dollars up front to the Clark Development Corp CDC but no one is sure what that money was for  The bidding was not proper because CDC used something called Give final and Best Offer and now allegedly the CDC wants to give back the half million but the contract holder refuses to take it back  This has become controversial and has been forwarded to the Philippine President for review  Over the last few years there has been various bids for this property and many expectations for development have been dashed for various reasons  Allegedly one company that wanted to build a Casino and golf course backed off because the under the table payments requested were quite unreasonable and this company only wanted to negotiate openly with above board payments  Meantime a prime property within the Freeport Zone awaits development and hopefully someone within the CDC will figure out a way to conduct a legal proper bidding procedure that meets all Governmental requirements
